Bolton Trashes Trump In Seething Book, Many Say Bolton Is Lying

On Wednesday many media sources, including LifeZette, were given access to the manuscript of a new book by former U.N. Ambassador and National Security Advisor John Bolton. In it, Bolton is extremely critical of President Trump.

Bolton’s animosity stems from his bruised ego over his very public firing and the basic geopolitical disconnect between the neocon Bolton and the America First Trump.

But Bolton, who had access to America’s most sensitive secrets, wrote the book without official clearance to safeguard he is not compromising national security. As such, the Trump administration has gone to court to stop publication.

The Justice Department is seeking an emergency injunction halting the release of Bolton’s book, saying Bolton bypassed the necessary classification review process and that his manuscript still contains classified information. If so and it was published, the book could do serious damage to the country’s defense posture and international security status.

There are also those quoted in the book who claim Bolton is not relating the facts accurately.

A source close to Secretary of State Mike Pompeo told media late Wednesday: “Bolton is about selling books, not about telling the truth.“ Bolton claimed, during an international meeting, Pompeo passed him a note about the president that read, “He is so full of sh**.” The source added that Pompeo isn’t a note-passer, and suggested Bolton should verify his claim by producing the purported note.

Other Trump officials, including veep Mike Pence, Ambassador Nikki Haley, and Secretary of the Treasury Steve Mnuchin, are telling the press that Bolton is making up conversations out of whole cloth.

The president counterattacked in an interview with “Hannity” on Wednesday night and in tweets early Thursday, Trump called Bolton a “Wacko,” a “dope,” and a “disgruntled boring fool who only wanted to go to war.” Trump said The New York Times had described Bolton’s book as “exceedingly tedious,” Trump added: “President Bush fired him also. Bolton is incompetent!”

Among other Bolton claims are these:

On the basis for impeachment Trump allegedly said, “I don’t want to have any f—ing thing to do with Ukraine. They f—ing attacked me. I can’t understand why. Ask [lawyer] Joe diGenova, he knows all about it. They tried to f–k me. They’re corrupt. I’m not f—ing with them.”

On the 2020 ticket Trump, “raised the widespread political rumor he would dump [Vice President Mike] Pence from the ticket in 2020 and run instead with [then-U.S. Ambassador to the U.N. Nikki] Haley, asking what I thought.”

But the most serious charges and the crux of the book deal with U.S.-Chinese relations, “Xi told Trump that the U.S.-China relationship was the most important in the world.

He said that some (unnamed) American political figures were making erroneous judgments by calling for a new Cold War with China. Whether Xi meant to finger the Democrats or some of us sitting on the U.S. side of the table, I don’t know, but Trump immediately assumed that Xi meant the Democrats.

“Trump then, stunningly, turned the conversation to the coming U.S. presidential election, alluding to China’s economic capability and pleading with Xi to ensure he’d win. He stressed the importance of farmers and increased Chinese purchases of soybeans and wheat in the electoral outcome.”

Bolton writes: “Xi had explained to Trump why he was basically building concentration camps in Xinjiang. According to our interpreter, Trump said that Xi should go ahead with building the camps, which Trump thought was exactly the right thing to do. The National Security Council’s top Asia staffer, Matthew Pottinger, told me that Trump said something very similar during his November 2017 trip to China.”

The claims that the president considered replacing Pence and making common cause with the Chinese on concentration camps flies in the face of not only the president’s public and privately reported words, but all of his actions to this point. That is why many in and out of the media have doubts about the veracity of this book. But nevertheless, much of the press will use it to bash the president.

Democrats accuse SBA of illegally blocking oversight of lending program

The Small Business Administration is illegally stonewalling Congress' watchdog agency from reviewing its handling of a massive coronavirus relief program, House Democrats alleged Wednesday.

In a letter to SBA administrator Jovita Carranza, five Democratic committee and subcommittee chairs said the Government Accountability Office — Congress' independent oversight arm — has been rebuffed in its attempts to interview top SBA officials and access key documents about the implementation of the small business program, known as the Paycheck Protection Program.

"GAO informed the Committees that SBA has not complied with GAO’s requests and repeatedly failed to commit to a timeframe in which SBA would comply," wrote Oversight Committee Chairwoman Carolyn Maloney (D-N.Y.), Small Business Committee Chairwoman Nydia Velazquez (D-NY.), Coronavirus Select Committee Chairman James Clyburn (D-S.C), Appropriations Committee Chairwoman Nita Lowey (D-N.Y.) and Appropriations subcommittee chair Mike Quiqley (D-Ill.).

"To date, SBA has not granted GAO access to all requested SBA officials for interviews and, according to GAO, SBA officials who have been interviewed have not been fully cooperative in providing timely, fulsome, and transparent responses to interview questions," the Democrats added. SBA also has not provided GAO with loan level data on the Paycheck Protection Program."

Lawmakers are asking SBA to "immediately comply" with the GAO requests for information and interviews, calling it a "violation of the law." SBA did not immediately respond to a request for comment.

The GAO was tasked in the $2 trillion CARES Act with broad oversight over the programs established by the coronavirus relief law, one of several layers of oversight touted by Democrats to hold the administration in check as it implemented the sweeping new programs.

But the office has faced resistance from the Trump administration on sensitive matters before. GAO alleged that the White House and State Department stonewalled their inquiries into President Donald Trump’s handling of military aid to Ukraine, a central issue in the House's impeachment inquiry.

The issue emerged a day after lawmakers sounded a similar alarm after inspectors general warned that the administration was narrowly construing their ability to monitor CARES Act implementation, arguing that their purview only extended to new government-wide appropriations rather than the PPP and other massive new programs meant to stabilize the economy.

It also comes amid growing bipartisan concern about the limitations the administration has placed on oversight of its coronavirus response.

"The GAO, the Inspector General, and government auditors should have access to the identities of the small businesses and nonprofits that received PPP funding and to the amounts and uses of their loans," said Sen. Susan Collins (R-Maine) in a statement to POLITICO last week.

Sen. Ben Cardin (D-Md.), the top Democrat on the Small Business Committee, said last week he was "extremely disappointed" that the GAO was unable to obtain the data.

"How can we know which businesses still need help if we do not know which businesses have received help?" he said.

GAO itself acknowledged having difficulty accessing the information it had requested from SBA.

"GAO has requested information on the establishment and management of the PPP program, along with meetings with program managers. SBA has provided some of that information, and made its staff available, after a delay," the office said in a statement last week. "GAO has also requested data regarding both the PPP loans themselves and EIDL and has received no information about when that data will be provided. GAO has generally received information it requested from Treasury, and been able to meet with Treasury staff."

He joked about executing American journalists, delivered an autographed copy of Elton John’s Rocket Man to Kim Jong Un and thought invading Venezuela would be “cool,” Bolton writes. ‘He is so full of shit’Bolton has no qualms about throwing Secretary of State Mike Pompeo under the bus in the 592-page book. He writes that, during Trump’s 2018 meeting with North Korean dictator Kim Jong Un, Pompeo slipped Bolton a note that referred to Trump. It said, “He is so full of shit.”Bolton says that he and Pompeo also shared their disdain for the president after Trump had a phone call with South Korea’s president in the lead up to the 2018 summit with Kim. Pompeo told Bolton he was “having a cardiac arrest” after listening in on the call. Bolton sympathized with Pompeo, describing it as a “near death experience.”In another instance, Bolton writes that Trump once told him that former Secretary of State Rex Tillerson had used a sexist obscenity to describe Nikki Haley, then the ambassador to the United Nations. Bolton doubted it was true but found it yet another example of Trump trying to pit staff against each other. In fact, Haley was so highly regarded inside the White House that Jared Kushner and Ivanka Trump floated the idea of her replacing Vice President Mike Pence in the 2020 ticket. Bolton said it would be a mistake, and Trump seemed to agree.Other staff routinely flirted with quitting in disgust. “What if we have a real crisis like 9/11 with the way he makes decisions?” former Chief of Staff John Kelly said as he contemplated resigning one day.“He second-guessed people’s motives, saw conspiracies behind rocks, and remained stunningly uninformed on how to run the White House, let alone the huge federal government,” Bolton writes, adding that Trump was singularly obsessed with winning a second term. Support for internment camps and foreign interferenceSome of the most damning revelations in the book, however, are Bolton’s accusations of Trump’s willingness to interfere in criminal investigations and use foreign powers to achieve his domestic aims. In turn, foreign leaders appeared happy to appease the president as a means of manipulation.During the same G20 meeting that he asked for Xi’s help to win the election, Trump expressed support for the Chinese government’s use of internment camps for 1 million Uighur Muslims in Xinjiang, the book says. They have repeatedly been exposed as extraordinarily inhumane to China’s ethnic minority. “According to our interpreter,” Bolton writes, “Trump said that Xi should go ahead with building the camps, which Trump thought was exactly the right thing to do.”Trump Stops Saying ‘Wuhan Virus’ After Xi Strokes His EgoWhen Xi said he wanted to work with Trump for another six years, Trump replied that people thought the two-term constitutional limit on presidents should be removed. Xi replied that the U.S. had too many elections, and he didn’t want Trump to lose. Trump nodded approvingly, Bolton wrote.In another example of foreign manipulation during a 2019 phone call, Russian President Vladimir Putin compared Venezuelan opposition leader Juan Guaidó to failed presidential candidate Hillary Clinton. It was, Bolton writes, part of a “brilliant display of Soviet style propaganda” aimed at boosting support for Venezuelan dictator Nicolás Maduro. It “largely persuaded Trump,” he adds.Bolton says he was so alarmed by Trump’s willingness to do favors for dictators like Turkish strongman Recip Tayyip Erdogan and Xi that he discussed them with Attorney General William Barr. For example, Trump told Erdogan that Halkbank’s legal issues—related to violating the administration’s sanctions on Iran—would disappear once the “Obama people” in the Southern District of New York were “replaced by his people,” Bolton writes. Bolton claims that Barr was also worried about Trump’s behavior—but it’s not clear what resulted from their conversation. ‘Deeply disturbing’ Ukraine allegationsDemocrats and Republicans have been united in their criticism of Bolton, who refused to testify before the House during impeachment proceedings but instead took a $2 million book contract.House impeachment manager Hakeem Jeffries (D-NY) said on Wednesday that Bolton “ran and hid” when it truly mattered.“It is curious to me that he now has something to say when he could have stepped forward as a patriot when the stakes were high and the president was on trial,” he said. “He ran and hid in the other direction.”Here’s How John Bolton’s Lawyer Just Threw Him Under the BusIn his book, Bolton confirms that Trump did explicitly link security aid for Ukraine to investigations involving Biden and Hillary Clinton. Instead, he says Democrats badly bungled the impeachment proceedings.“I thought the whole affair was bad policy, questionable legally and unacceptable as presidential behavior,” he writes.House Intelligence Committee Chairman Adam Schiff (D-CA) tweeted on Wednesday that Bolton’s staff “showed real courage” by testifying during impeachment hearings. “When Bolton was asked, he refused, and said he’d sue if subpoenaed,” Schiff said in a statement. “Instead, he saved it for a book. Bolton may be an author, but he’s no patriot.”Sen. Robert Menendez (D-NJ), the top Democrat on the Senate Foreign Relations Committee, was one of the few Democratic lawmakers to respond to the substance of Bolton’s allegations on Wednesday. In a letter to Alan Garten, chief legal officer at the Trump Organization, Menenedez said that Bolton’s description of Trump’s talks with Xi “raises new questions about other ways in which President Trump benefits personally, and financially, from the Chinese government, including through ongoing business relationships.”Specifically, Menendez asked Garten to provide more details about the Trump Organization’s leasing of office space in Trump Tower to a bank controlled by the Chinese government.The chairman of the House Foreign Affairs Committee, Rep. Eliot Engel (D-NY), said in a statement Wednesday that, if accurate, Bolton’s account represents “another extraordinary abuse of American foreign policy and national security” by Trump. Mopping up for Jared and IvankaBolton writes of his disdain for Kushner and Ivanka Trump’s constant efforts to insert themselves in foreign policy and domestic affairs.When Bolton learned that Kushner was going to be calling the finance minister of Turkey, he briefed Pompeo and Treasury Secretary Steve Mnuchin “on this new ‘son-in-law channel’ and they both exploded.” To Pompeo, it was yet another example of Kushner’s meddling in international negotiations, as he did with the “never quite ready Middle East peace plan.”In late 2018, Trump came under fire for writing a bizarre defense of Saudi Crown Prince Mohammed bin Salman over the killing of Washington Post columnist Jamal Khashoggi. But, according to Bolton, the main goal of the exclamation point-laden statement was to draw attention away from Ivanka using her personal email for government business.“This will divert from Ivanka,” Trump said, according to the book. “If I read the statement in person, that will take over the Ivanka thing.”Damning books on Trump are hardly rare, but Bolton’s book is the first to be written by such a high-ranking administration official, and a lifelong conservative, who was present for some of the most consequential foreign policy decisions. Bolton, a vocal Russia and North Korea hawk, became Trump’s third national security adviser in 2018 and had aims of withdrawing the U.S. from several international agreements, like the Iran nuclear deal. He resigned late September after clashing with Trump over several foreign policy directives. Former national security adviser John Bolton claims in his new book that the House impeachment inquiry should have investigated President Donald Trump for potentially dubious actions beyond those related to Ukraine, according to the New York Times, which obtained a copy of the book in advance of its scheduled publication.
