Republican investigations proceed despite House Speaker drama: ‘Keeping our foot on the gas’

House Republicans' sprawling oversight investigations into the Biden administration are continuing apace despite the vote Tuesday to oust former House Speaker Kevin McCarthy, which left the chamber's top office vacant.

Multiple House committees — which are conducting investigations on everything from President Biden's border policies and disastrous Afghanistan withdrawal to how his climate agenda may benefit China and his son Hunter's business dealings — are proceeding with their oversight, GOP lawmakers, staff and aides told Fox News Digital. The continuation of the House probes comes days after McCarthy was voted out in a stunning 216-210 vote.

"The House Committee on Homeland Security is going to continue our comprehensive oversight of Secretary Mayorkas’ dereliction of duty and the handling of his self-inflicted crisis at the Southwest border," Homeland Security Committee Chairman Mark Green, R-Tenn., told Fox News Digital. "We are also keeping our foot on the gas with investigations into issues like DHS’s censorship of Americans and President Biden’s botched Afghanistan withdrawal."

"Functionally, very little has changed for our Committee — we are still planning hearings, gathering evidence, and conducting transcribed interviews with individuals closely connected to these important issues," he continued. "The American people sent us here to deal with these matters, and we’re going to keep doing so, and the political back-and-forth of Washington is not going to distract us from our objectives — getting answers, delivering accountability, and providing a voice for the American people who are fed up with the incompetence and extremism of the Biden administration."

Under Green's leadership, the committee has pursued investigations into Homeland Security Secretary Alejandro Mayorkas' "dereliction of duty" related to border security, the rising number of individuals with terrorist ties illegally crossing the southern border, and the Biden administration’s vetting of Afghan citizens relocated to the U.S. after the August 2021 withdrawal from Afghanistan.

The Homeland Security Committee has also pursued joint investigations into Mayorkas, and the Department of Homeland Security and its subagencies including Customs and Border Protection with the House Select Committee on China and House Oversight and Accountability Committee.

"The House Oversight Committee’s work continues," an Oversight Committee spokesperson told Fox News Digital. "The Committee is continuing to review documents, records, and communications and will take further action in the coming days."

The Oversight Committee has taken the lead on a wide range of investigations into various Biden administration programs and actions. The panel, which has broad investigative powers, has coordinated joint investigations with other committees into the administration over, for example, its border policies, its handling of the COVID-19 pandemic and an incident where police were called on Energy Secretary Jennifer Granholm's staff during an electric vehicle road trip.

The panel has also led the House's investigations into the Biden family with a particular focus on the president's son who has previously engaged in various foreign business dealings. Oversight Committee Chairman James Comer opened an impeachment inquiry against Biden last month as part of that investigation.

"Since assuming our Republican majority in January, the House Oversight and Accountability Committee has uncovered a mountain of evidence revealing how Joe Biden abused his public office for his family’s financial gain," Comer remarked during a Sept. 28 impeachment inquiry hearing. 

"The American people demand accountability for this culture of corruption," he continued. "They demand to know how these schemes have compromised President Biden and threaten our national security."

In addition, the House Natural Resources Committee has taken the lead on oversight into the Biden administration's efforts to curb federal land uses for energy development. The committee has also pursued investigations into the relationship between environmental groups with significant White House influence and foreign donors.

"We are continuing with our normal operations here on committee," Natural Resources Committee spokesperson Rebekah Hoshiko told Fox News Digital. "No House proceedings have changed the fact that the Biden administration’s failed policies are actively harming American families, and they need to be held accountable. Lots more to come in our oversight efforts."

The House Energy and Commerce Committee has opened wide-ranging probes into both health and energy policies pursued by the Biden administration.

For example, the committee is conducting oversight into federal laboratory biosafety practices and the handling of dangerous pathogens in bioresearch, the National Institutes of Health’s effectiveness in overseeing grant funding, and how the aggressive push to adopt electric vehicles may benefit Chinese industry.

Recently, the committee announced a probe into U.S. automaker Ford Motor Company over its partnership with Chinese battery firm Contemporary Amperex Technology (CATL). Weeks after the announcement, Ford put the project on hold and said it wasn't committed to the investment.

"From surging gas prices to the crisis at the southern border, the American people deserve accountability from the Biden administration for making their lives worse," a GOP Energy and Commerce Committee aide told Fox News Digital. "Our oversight work is continuing."

The motion to vacate the speaker was filed late Monday by Rep. Matt Gaetz, R-Fla., and joined by seven fellow Republicans and every House Democrat. Following the vote Tuesday, McCarthy, who served for just 269 days, said he wouldn't run for speaker again.

Reps. Steve Scalise, R-La., the House majority leader; Jim Jordan, R-Ohio, who chairs the House Judiciary Committee; Tom Emmer, R-Minn., the House majority whip; Mike Johnson, R-La., Jodey Arrington, R-Texas; and Kevin Hern, R-Okla., who chairs the Republican Study Committee, have all been floated as possible replacements to McCarthy.

Scalise and Jordan both announced they would formally run for House Speaker on Wednesday. 

House Republicans move ‘full steam ahead’ on impeachment inquiry even amid speaker uncertainty

The House impeachment inquiry against President Biden will continue "full steam ahead," with "further action" expected in the coming days, despite the uncertainty surrounding who will take the helm as speaker of the House of Representatives following the ouster of Rep. Kevin McCarthy, Fox News Digital has learned.

McCarthy, R-Calif., who served as speaker of the House from late January through October and is the first in United States history to have been voted to be removed from the post supported the launch of an impeachment inquiry against the president last month, after months of GOP-led investigations into his family’s business dealings and whether he was involved.

House Judiciary Committee Chairman Jim Jordan, R-Ohio, House Oversight Committee Chairman James Comer, R-Ky., and House Ways & Means Committee Chairman Jason Smith, R-Mo., were tasked by McCarthy with leading the impeachment inquiry.

But even with McCarthy ousted, their investigations are expected to continue.

"Full steam ahead," a senior Judiciary Committee aide told Fox News Digital.

Jordan announced his bid for speaker of the House on Wednesday morning, just hours after McCarthy’s ouster.

And an Oversight Committee spokesperson told Fox News Digital that the committee’s work "continues."

"The committee is continuing to review documents, records, and communications and will take further action in the coming days," the Oversight spokesperson said.

A spokesperson for the Ways & Means Committee concurred. 

"The Ways and Means Committee remains committed to holding the following the facts where the evidence leads," the spokesperson told Fox News Digital.

Despite the speaker vacancy, subpoenas that have already been issued by committees as part of the impeachment inquiry—like subpoenas for Hunter Biden and James Biden’s personal and business bank records—as well as those issued as part of general Biden administration oversight, remain valid.

The next steps in the investigation come after the committees hold their first joint-panel impeachment inquiry hearing last week.

The GOP lawmakers say the financial records that the Oversight Committee has obtained to date "reveal a pattern where the Bidens sold access to Joe Biden around the world to enrich the Biden family."

Fox News Digital first reported that the House Oversight Committee has learned that the Biden family and their business associates brought in more than $24 million between 2014 and 2019 by "selling Joe Biden as ‘the brand’ around the world."

The scope of the impeachment inquiry covers the span the time of Biden’s vice presidency to the present, including his time out of office.

But beyond investigating Biden’s ties to his family’s business dealings, House Republicans are also probing the alleged obstruction of the Justice Department’s years-long federal investigation into Hunter Biden. The allegations stem from IRS whistleblowers who allege politics influenced prosecutorial steps throughout the probe.

The White House maintains that President Biden was never in business with his son and never discussed business with his son or his family. White House officials have blasted the impeachment inquiry against the president as an "evidence-free" political stunt. 

Pro-Trump conservatives rail against Matt Gaetz over push to oust McCarthy: ‘Self-destructive’

Conservatives aligned with former President Donald Trump are coming out in opposition to the motion by Rep. Matt Gaetz, R-Fla., to vacate House Speaker Kevin McCarthy, R-Calif., over the stopgap government funding bill passed late Saturday.

Gaetz threatened over the weekend that he would file the motion this week, which would aim to effectively oust McCarthy from the speakership after he accused McCarthy of making a "side deal" with Democrats to send additional aid to Ukraine. McCarthy, who said he supports arming Ukraine, but not sending additional money to Ukraine, rejected the notion that a side deal took place with Democrats or President Biden.

"For all the crocodile tears about what may happen later this week about a motion to vacate, working with the Democrats is a yellow brick road that has been paved by Speaker McCarthy," Gaetz said during a floor speech Monday afternoon. "Whether it was the debt limit deal, the [continuing resolution], or now the secret deal on Ukraine." 

"This is swampy log-rolling," Gaetz added. "The American people deserve single subject bills. I get that a lot of folks might disagree with my perspectives on the border or on Ukraine – but can we at least agree that no matter how you feel about Ukraine or the southern border, they each deserve the dignity of their own consideration and should not be rolled together where they might pass, where each individually wouldn't. This is what we're trying to get away from."

HOUSE GOP MEMBERS SEEK TO EXPEL GAETZ AMID RENEWED THREAT TO VACATE HOUSE SPEAKER MCCARTHY

On Saturday, the House and Senate passed a stopgap government funding bill which Biden signed later that evening. The bill – which passed the House in a 335-91 vote – helped avoid a government shutdown, which would have resulted in thousands of federal employees being furloughed, and extended funding through mid-November.

Gaetz ultimately filed a motion to vacate on Monday evening, hours after he said in his floor speech to "stay tuned." The House is poised to vote on the motion Tuesday afternoon after a separate effort to kill the motion failed.

His actions garnered pushback from Republicans, including those who have traditionally been aligned with Trump.

"Yes, that is correct," conservative commentator Mark Levin said Monday. "The guy who says McCarthy is the Democrats' speaker is plotting and scheming with the radical Democrats to take out a Republican speaker who is more conservative than he is (McCarthy backed the Freedom Caucus CR and the cuts and border security, which Gaetz and 4 others killed)." 

"There are now numerous reports that Gaetz is doing this not because he insists that McCarthy interfered with an ethics investigation of him, which a speaker cannot do and has never done," Levin continued. "I might add that after two years it's about time the Ethics Committee release its report and either lift the cloud over Gaetz or clear him. Gaetz should demand this as well."

Rep. Marjorie Taylor Greene, R-Ga., added that, while she shared substantive concerns about McCarthy's leadership with Gaetz, she wouldn’t support a motion to vacate.

"What I see is a system of failure and a federal government that serves the world first and America last and my desire for wanting to fix it is why I ran for Congress in the first place," the Georgia Republican said. "So I agree with Matt Gaetz that things must change, but I don’t agree that a motion to vacate will effectively create the changes needed to solve the intentional systemic failure that create the annual never-ending CR’s and Christmas omnibus mega spending packages."

"A [motion to vacate] of our speaker gives the upper hand to the Democrats, during dangerous times while we have been handed over under the presidency of an ailing old man ridden with dementia, whom has spent over 50 years in Washington seats of power corruptly enriching himself and his family by delivering policy deals to foreign investors," she added.

REP. BYRON DONALDS SAYS MCCARTHY IS 'IN TROUBLE' AFTER BUDGET DEAL: 'WE DIDN'T GET ANYTHING'

Additionally, former House Speaker Newt Gingrich suggested GOP leadership could expel Gaetz from the House Republican Conference and eliminate his committee assignments.

"Is Gaetz secretly an agent for the Democratic Party? No one else is doing as much to undermine, weaken and cripple the House GOP," Gingrich said in a social media post.

Rep. Max Miller, R-Ohio, a former Trump aide who was endorsed by the former president, blasted Gaetz in a post on X Tuesday, saying, "It says a lot that Matt Gaetz and his small crew of supposed conservatives are speaking from the Democrat side of the House chamber."

"Instead of working on appropriations bills, we watch as Gaetz joins with Democrats to halt our conservative agenda," he added.

And Rep. Tom McClintock, R-Calif., who was endorsed by Trump during the 2022 election, blasted the effort to file a motion to vacate as counterproductive and self-destructive during a floor speech that preceded Gaetz's on Monday.

"We are faced with the threat that a Republican will move to vacate the Republican speaker of the House. It will only require four other Republican members to join the Democrats to achieve this result," McClintock said. "The immediate effect will be to paralyze the House indefinitely because no other business can be taken up until a replacement is elected."

"Just when we are on the verge of completing the appropriations process, that in turn will finally initiate discussions with the Senate that are vital to change the dangerous path that our country is on – I cannot conceive of a more counterproductive and self-destructive course than that," the California Republican added. "The supreme irony is that this is being initiated by self-described conservatives."

Also on Monday, former senior White House adviser Stephen Miller said McCarthy is "not going to be going anywhere" and called for unity among Republicans to solve border security issues.

"I think at this point in time, it's very clear that Kevin is not going to be going anywhere," Miller said in an interview with FOX Business. "He has the support of 218 members and I understand and I need to – everybody rise above. I understand all the emotions that are playing out right now." 

"But for the love of God, we are losing this country and we are losing it fast," he continued. "Republicans need to unify around the twin mission of stopping the open border invasion and stopping a government that has been weaponized against conservatives and Christians and anyone who does not subscribe to the tenets of the radical left."

Gaetz's office did not respond to Fox News Digital's request for comment.

Biden admin quietly released study showing green energy receives far more subsidies than fossil fuels

The Biden administration quietly issued a 59-page report outlining the current scope of federal energy-related subsidies revealed that the renewable energy sector enjoys significantly larger taxpayer backing than the fossil fuel industry.

The report — authored by the Department of Energy's Energy Information Administration (EIA) and published in August — represents the first of its kind since 2018. The EIA analyzed data from 2016 through 2022, and determined that, during that time period, the federal government doled out $183.3 billion in direct and mainly indirect taxpayer subsidies, more than half of which came over the last three years. 

"For years Democrats have claimed technologies like solar energy are cheaper than coal, oil, natural gas, and nuclear. This report makes clear that solar is largely dependent on heavy subsidies with taxpayer dollars," Senate Energy and Natural Resources Committee Ranking Member John Barrasso, R-Wyo., told Fox News Digital.

In early 2021, Barrasso and Energy and Natural Resources Committee Chairman Joe Manchin, D-W.Va., requested the analysis to help inform congressional policymaking in a letter to then-EIA Acting Administrator Stephen Nalley. The pair argued such a report would be particularly relevant "as Congress considers calls for a greater level of federal involvement in the nation’s energy systems and markets."

"Under the Biden Administration, American families are paying too much for energy as it is," the Wyoming Republican continued. "They shouldn’t have to fork over their hard-earned money to support liberal special interests. Solar should be competing for sales in the marketplace, not for subsidies in Washington."

According to the EIA report, while renewable energy sources like wind and solar power account for about 21% of domestic electricity production, such sources received a staggering $83.8 billion in subsidies, by far the largest share compared to any other category.

Energy end use subsidies, like energy efficiency- and conservation-related tax provisions, represented the next-largest slice of energy sector federal subsidies after renewable power, according to the EIA report. End use sources received $64.8 billion in subsidies, equivalent of 35% of total energy-related subsidies doled out by the federal government.

While renewable and end use sources accounted for more than 80% of total energy industry subsides, fossil fuel sources — namely natural gas, petroleum and oil, which account for more than 60% of electricity production and the vast majority of transportation energy — benefited from $24.5 billion, or 13%, in subsidies.

Nuclear power, which produces another 18% of U.S. electricity, received $2.9 billion in subsidies during the analyzed timeframe, the equivalent of 2% of total subsidies awarded.

The reports findings suggest far more taxpayer money is being spent per energy unit produced by green energy sources than for the equivalent energy until produced by fossil fuel energy.

For example, natural gas power generated 44.9 quadrillion British thermal units in 2022, 45% of total energy generated economywide, but received $2.3 billion in taxpayer subsidies that year. That means for every million British thermal units (MMBtu) produced by natural gas, the industry received about $0.05.

By comparison, in 2022, the solar industry generated about 0.6 quadrillion British thermal units, less than 1% of total energy produced economywide in the U.S., but received $7.5 billion in subsidies. That means the solar power industry received $11.9 per MMBtu generated last year.

The results are as pronounced when comparing coal power which received $873 million in subsidies last year while generating 18 times the amount of power as solar energy.

However, President Biden, his administration and prominent Democratic lawmakers have repeatedly called for an end to fossil fuel subsidies, arguing they distort the market and unfairly disadvantage alternative energy sources.

"The President is committed to ending tens of billions of dollars of federal tax subsidies for oil and gas companies. Even as they benefit from billions of dollars in special tax breaks, oil companies have failed to invest in production," the White House earlier this year.

The statement came after Biden unveiled his proposed fiscal year 2024 budget which proposed to strip $31 billion worth of "special tax treatment" for oil and gas company investments in addition to other fossil fuel tax preferences over the next several years.

"We are subsidizing the danger. As we’ll hear today, the United States subsidizes the fossil fuel industry with taxpayer dollars," Senate Budget Committee Chairman Sheldon Whitehouse, D-R.I., said during a hearing in May. "In the United States, by some estimates taxpayers pay about $20 billion dollars every year to the fossil fuel industry. What do we get for that? Economists generally agree: not much."

"But the really big subsidy is the license to pollute for free," he continued. "The IMF calls this global free pass an "implicit" fossil fuel subsidy. Economists call it an 'unpriced externality.' Behind these benign-sounding phrases is a lot of harm."

Comer subpoenas personal, business bank records for Hunter Biden, James Biden as part of impeachment inquiry

House Oversight Committee Chairman James Comer issued three subpoenas Thursday night for the personal and business bank records belonging to President Biden’s son, Hunter Biden, and brother, James Biden, as part of the House impeachment inquiry.

Comer, R-Ky., who signaled earlier this month his intention to subpoena those records, did so just hours after the first hearing as part of the House impeachment inquiry against President Biden.

Fox News Digital reviewed the subpoenas. The subpoenas have redactions over the names of the banks. It is unclear which financial institutions were subpoenaed for these records.

The subpoenas compel records, including account statements, direct deposits, deposits, cashier checks, wire transfers, electronic transfer payments, credit and debit card records, loan documents and other records related to Hunter Biden; his shell companies Owasco, P.C. and Owasco, LLC; Skaneateles; business associate Eric Schwerin; James Biden; Lion Hall Group, LLC: and JBBSR, Inc.

"From day one of our investigation of Joe Biden’s abuse of public office, we’ve followed the money and that continues with today’s subpoenas for Hunter and James Biden’s bank records," Comer said Thursday night. "Bank records don’t lie, and coupled with witness testimony, they reveal that Joe Biden abused his public office for his family’s financial gain."

Comer said the financial records that his committee has obtained to date "reveal a pattern where the Bidens sold access to Joe Biden around the world to enrich the Biden family."

"As the Bidens were sealing deals around the world, Joe Biden showed up, met with, talked with, shook hands with, and had meetings with the foreign nationals sending money to his family. This culture of corruption demands further investigation," Comer said. "The Oversight Committee, as well as the Committees on the Judiciary and Ways and Means, will continue to follow the money to determine whether President Biden’s involvement in his family’s corrupt business schemes makes him compromised and threatens our national security."

Comer vowed to provide "the answers, transparency, and accountability that the American people demand and deserve."

The subpoenas also come after Fox News Digital first reported that the House Oversight Committee has learned that the Biden family and their business associates brought in more than $24 million between 2014 and 2019 by "selling Joe Biden as ‘the brand’ around the world."

House Ways & Means Committee Chairman Jason Smith, R-Mo., added that President Biden "was not just aware of his son’s business dealings, but in fact he was connected to them, it has become clear that whether it was lunches, phone calls, White House meetings, or official foreign trips, Hunter Biden cashed in by arranging access to his father."

"While top Biden officials, Hunter’s lawyers, and congressional Democrats have offered little more than disinformation and lies, these bank records will bring us closer to the truth," Smith said. "Issuing these subpoenas is an appropriate – and necessary – step to following the facts wherever they lead, and may shed light on the $24 million the Biden family has received in exchange for selling their family ‘brand’ as part of a global influence peddling scheme."

The White House maintains that President Biden was never in business with his son and never discussed business with his son or his family. White House officials have blasted the impeachment inquiry against the president as an "evidence-free" political stunt. 

Texts suggest Biden requested meeting with son’s Chinese business partner after company paid Hunter millions

Text messages released Thursday by the House Ways and Means Committee suggest President Biden personally requested a meeting with his son Hunter's Chinese business partner whose company previously doled out millions of dollars to the younger Biden.

The committee obtained the messages as part of its investigation into Hunter's foreign business dealings, and released them, along with a trove of other documents on Wednesday to coincide with the House Oversight Committee's first impeachment inquiry hearing against Biden on Thursday.

One Aug. 27, 2017 WhatsApp message from Hunter to Gongwen Dong, the director of then-Chinese energy conglomerate CEFC, showed Hunter saying his uncle's "brother" wanted to meet with Ye Jianming, the chairman of the company, in New York City.

Hunter and his uncle, Jim Biden, the only brother of Joe Biden involved in the family's business dealings, were in New York City to meet with Ye at the time, according to emails recovered from Hunter's infamous laptop. The meeting came just weeks after CEFC wired $5 million to an LLC co-owned by Hunter.

"My uncle will be here with his BROTHER who would like to say hello to the Chairman," Hunter said in the message, appearing to reference his dad, who was allegedly involved in the family's dealings with CEFC. "So please give me location and time. Jim’s BROTHER if he is coming just wants to say hello he will not be stopping for lunch."

Fox News Digital has reached out to the White House for comment.

The documents released by the committee also revealed the Department of Justice ordered FBI and IRS investigators involved in the Hunter Biden probe to "remove any reference" to Biden in a search warrant related to a Foreign Agents Registration Act probe.

"The Biden Administration — including top officials at the Justice Department — lied to the American public and engaged in a cover-up that interfered with federal investigators and protected the Biden family, including President Biden himself," the committee said following the release.

According to the committee, the documents "corroborate" the whistleblower testimony to the committee, "and reinforce their credibility and their high esteem among colleagues."

House Intel Chair Turner brings Biden’s alleged mishandling of classified records into impeachment inquiry

House Intelligence Committee Chairman Mike Turner on Thursday brought President Joe Biden's alleged improper retention and mishandling of classified records from his time as vice president and in the U.S. Senate into the House impeachment inquiry against him. 

Turner, R-Ohio, during the first hearing as part of the House impeachment inquiry against President Biden, raised that the president is currently under federal criminal investigation for his alleged mishandling of classified records, blasting him as a "classified document hoarder."

Beyond Biden’s alleged involvement in his son’s business dealings, Turner said "there’s also another concerning aspect of President Joe Biden's actions as vice president, for which there is currently a criminal investigation, and that is his misuse of classified documents."

"There has been appointed by the Department of Justice, by the attorney general, a special prosecutor for the purposes of investigating the federal crimes that could arisen as a result from this president's misuse of classified documents," Turner said.

Special Counsel Robert Hur was appointed in January to investigate the president’s alleged improper retention of the records. The status of that investigation, at this point, is unclear. 

"This committee, in its scope of this investigation, indicates that these classified materials are also relevant because, example, the Oversight committee has requested information regarding the classified materials discovered in the president's home, where his son has resided during the time period relevant to the investigation and personal office," Turner said.

Turner said that the White House "has not provided this information." 

"Obviously, his son was receiving payments from Romania, Russia, Ukraine, China," Turner said, referring to financial records uncovered by the House Oversight Committee. "If there are in those documents that relate to, for example, the prosecutor in Ukraine or Burisma itself or other aspects of Ukraine or any of the parties or individuals obviously, that were making payments to Hunter Biden, that would be relevant, wouldn’t it?"

Law professor and Fox News contributor Jonathan Turley, a witness at the hearing, agreed, saying "pre-office conduct" should be considered.

Turley, though, said it is "not clear to me" whether Biden’s retention of the records "would amount to an impeachable offense or not."

"Right," Turner said. "You have to make that nexus."

Turner said that, in his role as chairman of the House Intelligence Committee, he has seen several of the documents Biden had been holding.

"I can tell you they are of the highest level of concern and threat to national security," Turner said. "I think we do have to get to the bottom of why was he taking them and what was he doing with them."

Former President Trump was also under separate special counsel investigation for his alleged improper retention of classified records at Mar-a-Lago. Special Counsel Jack Smith charged Trump with 37 federal charges, including willful retention of national defense information, conspiracy to obstruct justice and false statements.

Trump pleaded not guilty to all counts. 

These are the questions Republicans want answered in the Biden impeachment inquiry

House Judiciary Committee Chairman Jim Jordan, R-Ohio, Oversight Committee Chairman James Comer, R-Ky., and Ways & Means Committee Chairman Jason Smith R-Mo., on Wednesday night released a memo outlining the scope of the House Republican impeachment inquiry into President Biden. 

The memo comes ahead of the first impeachment inquiry hearing hosted by House Oversight Committee, which will begin at 10:00 a.m. ET in the Rayburn House Office Building. 

The memo largely goes over the facts Republicans have already collected about Hunter Biden's business dealings and President Biden's potential involvement in them. But it also outlines the key questions Republicans seek to answer with their inquiry and emphasizes that the time frame the committees are investigating will not only include Biden's presidency and vice presidency but also the time between when he held those offices. 

"The purpose of this inquiry—and at this stage, it is just that, an inquiry—is to determine whether sufficient grounds exist for the Committees to draft articles of impeachment against President Biden for consideration by the full House," the memo states. "This impeachment inquiry will enable the Committees to gather information necessary to assess whether President Biden has engaged in impeachable conduct." 

HOUSE GOP TO PRESENT EVIDENCE AGAINST BIDEN IN FIRST IMPEACHMENT HEARING

Republicans outlined four key questions they will seek to answer before the House moves forward, or abandons, articles of impeachment against Biden.

The memo also explains the span of time that the inquiry will investigate. "Necessarily, the impeachment inquiry will span the time of Joe Biden’s Vice Presidency to the present, including his time out of office," the Republicans wrote. 

GOP lawmakers argued that the Constitution covers offenses committed while in office or out of office. 

"Given that impeachment is designed, among other things, to protect the American people from corrupt public officials, it makes sense that the Constitution does not limit impeachable offenses to those an officer committed while serving in his current office. In fact, the Constitution says nothing at all about the timing of impeachable acts," the memo states.

Biden faces accusations that he was involved in foreign business deals set up by his son, Hunter Biden, who allegedly promised his father would use his public office to grant favors in exchange for payments.

The White House maintains that President Biden was "never in business with his son."

White House officials have blasted House Republicans for the impeachment inquiry, calling it an "evidence-free" probe and a "political stunt." The White House is also slamming GOP lawmakers for holding the hearing just days before the government runs out of funding.

Congress is currently negotiating a continuing resolution to extend the current year’s funding, but without passing a deal by Sept. 30, they risk sending the government into a partial shutdown.

"Extreme House Republicans are already telegraphing their plans to try to distract from their own chaotic inability to govern and the impact of it on the country," White House spokesperson Ian Sams told Fox News Digital.

"Staging a political stunt hearing in the waning days before they shut down the government reveals their true priorities: to them, baseless personal attacks on President Biden are more important than preventing a government shutdown and the pain it would inflict on American families," Sams said.

Hunter Biden’s $250K wire from China labeled as a ‘personal investment’

EXCLUSIVE: The $250,000 wire Hunter Biden received from his Chinese business partners was labeled as a "personal investment," despite his legal team claiming the funds were part of a loan and previously saying he never "received any return on his investment," Fox News Digital has learned.

Fox News Digital first reported Tuesday that Hunter Biden received wires that originated in Beijing totaling $260,000 from Chinese business partners during the summer of 2019 — wires that listed the Delaware home of Joe Biden as the beneficiary address for the funds.

The revelations come after Hunter Biden’s attorney Abbe Lowell told CNN that the wires were "a documented loan (not a distribution or pay-out) that was wired from a private individual to his new bank account which listed the address on his driver’s license, his parents’ address, because it was his only permanent address at the time."

The wires for the funds originated from Beijing and were linked to BHR Partners.

BHR Partners is a joint-venture between Hunter Biden’s Rosemont Seneca and Chinese investment firm Bohai Capital. BHR Partners is a Beijing-backed private equity firm controlled by Bank of China Limited. Hunter Biden reportedly sat on the board of directors of BHR Partners.

The first wire transfer sent to Hunter Biden, dated July 26, 2019, was for $10,000 from an individual named Ms. Wang Xin. 

Ms. Wang Xin listed on the website for BHR Partners. It is unclear if the wire came from that Wang Xin.

Fox News Digital has learned that the $10,000 wire was labeled as "ACC/LOAN TO BENEFICIARY."

DOJ ORDERED HUNTER BIDEN INVESTIGATORS TO 'REMOVE ANY REFERENCE' TO JOE BIDEN IN FARA PROBE WARRANT: HOUSE GOP

The second wire transfer sent to Hunter Biden, dated Aug. 2, 2019, was for $250,000 from Li Xiang Sheng — also known as Jonathan Li, the CEO of BHR Partners — and Ms. Tan Ling. The committee is trying to identify Ling’s role.

Fox News Digital has learned that $250,000 wire was labeled as "ACC/PERSONAL INVESTMENT."

The beneficiary for the wires is listed as Robert Hunter Biden with the address "1209 Barley Mill Rd." in Wilmington, Delaware. That address is the main residence for President Biden.

Back in October 2019, despite Hunter having received more than a quarter of a million dollars from BHR-linked associates, then-attorney for Hunter Biden, George Mesires, explained Hunter’s role at BHR Partners by saying he "served only as a member of the board of directors, which he joined based on his interest in seeking ways to bring Chinese capital to international markets."

"It was an unpaid position," Mesires said on Oct. 13, 2019. "In October 2017, Hunter committed to invest approximately $420,000 USD (as of 10/12/2019) to acquire a 10% equity position in BHR, which he still holds."

Messires, at the time, added: "To date, Hunter has not received any compensation for being on BHR’s board of directors. He has not received any return on his investment; there have been no distributions to BHR shareholders since Hunter obtained his equity interest."

Hunter resigned from the board of BHR at the end of October 2019.

DOJ REVEALS HUNTER BIDEN STILL UNDER FEDERAL INVESTIGATION FOR POTENTIAL FARA VIOLATIONS

Meanwhile, as the White House declines to comment on the beneficiary address and wire payments, President Biden has had several interactions with BHR Partners CEO Jonathan Li.

The wires were sent just several months after then-Vice President Joe Biden announced his 2020 presidential campaign. Joe Biden, in August 2019, said he "never discussed with my son or my brother or anyone else anything having to do with their business, period."

As for Jonathan Li, according to testimony from Hunter Biden’s former business associate, Devon Archer, as part of the House Oversight Committee’s investigation, Joe Biden sat down for coffee in Beijing with the CEO of BHR. Archer also testified that Biden wrote a college recommendation letter for Li’s daughter to Georgetown. Archer said Hunter Biden put his father on speakerphone for at least one call with Li in addition to meeting for coffee.

Separately, Fox News Digital first reported in 2022 that Biden wrote a college recommendation letter for Li's son to Brown University.

"Bank records don’t lie, but President Joe Biden does," Comer told Fox News Digital.

"In 2020, Joe Biden told Americans that his family never received money from China. We’ve already proved that to be a lie earlier this year, and now we know that two wires originating from Beijing listed Joe Biden’s Wilmington home as the beneficiary address when he was running for president of the United States. When Joe Biden was vice president, he spoke on the phone and had coffee with Jonathan Li in Beijing and later wrote a college letter of recommendation for his children," Comer said.

"Joe Biden’s abuse of public office for his family’s financial gain threatens our national security. What did the Bidens do with this money from Beijing? Americans demand and deserve accountability for President Biden and the first family’s corruption. The Oversight Committee, along with the Judiciary and Ways and Means committees, will continue to follow the evidence and money to provide transparency and accountability."

The discovery of the records comes ahead of the first hearing, to be held by Oversight, as part of House Republicans' impeachment inquiry against President Biden. 

The White House declined to comment on the wires. 

DOJ ordered Hunter Biden investigators to ‘remove any reference’ to Joe Biden in FARA probe warrant: House GOP

The U.S. Department of Justice ordered FBI and IRS investigators involved in the Hunter Biden probe to "remove any reference" to President Biden in a search warrant related to a Foreign Agents Registration Act probe, new documents released by the House Ways & Means Committee reveal.

Committee Chairman Jason Smith, R-Mo., led a vote Wednesday to release new documents provided by IRS whistleblowers Gary Shapley and Joseph Ziegler that "corroborate their initial testimony to the Committee and reinforce their credibility and their high esteem among colleagues."

"The Biden Administration — including top officials at the Justice Department — lied to the American public and engaged in a cover-up that interfered with federal investigators and protected the Biden family, including President Biden himself," the committee said.

One document released Wednesday was an August 2020 email sent by Assistant U.S. Attorney Lesley Wolf in which she ordered investigators to remove any reference to "Political Figure 1" from a search warrant. Subsequent documents released Wednesday revealed that President Biden is "Political Figure 1."

"As a priority, someone needs to redraft attachment B," Wolf writes in the email. "I am not sure what this is cut and pasted from but other than the attribution location, and identity stuff at the end, none of it is appropriate and within the scope of this warrant." 

Wolf adds: "Please focus on FARA evidence only. There should be nothing about Political Figure 1 in here." 

A document released Wednesday and reviewed by Fox News Digital states that "Political Figure 1" is "Former Vice President Joseph Robinette Biden Jr."

"VP BIDEN is currently the Democratic Party Presidential candidate for the United States and served as the 47th officeholder for the position of the Office of the Vice President of the United States (VPOTUS) in the Barack Obama Administration from January 20, 2009 to January 20, 2017," the document states. "He is the father of SUBJECT 1."

"SUBJECT 1" is presumably Hunter Biden, the target of the investigation.

The Justice Department indirectly revealed that Hunter Biden is still under investigation for a potential violation of FARA during his first court appearance in July, in which his "sweetheart" plea deal collapsed.

When asked by federal Judge Maryellen Noreika of the U.S. District Court for the District of Delaware whether the government could bring a charge against Hunter Biden related to FARA, the DOJ prosecutor replied, "Yes."

Meanwhile, the committee said that documents also revealed that the Hunter Biden federal investigation was being "hampered and artificially slowed." 

The committee said during a September 2022 interview with the president’s brother, James Biden, that investigators were "not allowed to ask if then-Vice President Biden was involved in Hunter Biden’s deal with CEFC China Energy," or follow "normal investigative leads."

The committee also said a May 2021 report from investigators detailed that they were "not allowed to follow investigative leads on potential campaign finance violations related to a wealthy Hollywood lawyer, Kevin Morris, who was enlisted to help the family, and who paid millions of dollars to help Hunter around the time that Joe Biden becomes president." 

"Investigators wrote that ‘there may be campaign finance criminal violations. AUSA Wolf stated on the last prosecution team meeting that she did not want any of the agents to look into the allegation,’" the committee said Wednesday. 

Chairman Jason Smith said the new documents show a "clearer connection between Joe Biden, his public office, and Hunter Biden’s global influence peddling scheme that resulted in over $20 million in payments to the Biden family." 

"In addition to then Vice-President Joe Biden attending lunches and speaking on the phone with his son’s business associates, the details released today paint a fuller picture of how Joe Biden’s vice presidential office was instrumental to the Biden Family’s business schemes," Smith said.

Smith said that the evidence included in the documents shows "a pattern of Hunter Biden creating for-profit entities to shield at least $20 million from foreign sources from taxes and hide the trail of payments that led to members of the Biden family."

A congressional aide told Fox News Digital on Tuesday that the Biden family and their associates collected more than $24 million in foreign payments between 2014 and 2019.

"The growing body of evidence further calls into question the Justice Department’s attempted sweetheart plea deal for Hunter Biden, and the reasons for appointing the architect of that plea deal as the special counsel for Hunter Biden’s case, in light of officials’ efforts to protect President Biden and his son," Smith said. "This evidence makes clear Hunter Biden’s business was selling the Biden ‘brand’ and that access to the White House was his family’s most valuable asset — despite official claims otherwise."

Smith, who is leading the House impeachment inquiry against President Biden alongside House Oversight Committee Chairman James Comer, R-Ky., and House Judiciary Committee Chairman Jim Jordan, R-Ohio, said his committee will continue to take "appropriate steps" in its investigation, including sharing documents with committee Democrats ahead of their release.

"We have promised to go where the facts lead us, and that is exactly what we will do to get answers for the American people," Smith said.

The documents come out as part of House Republicans' formal impeachment inquiry investigation against President Biden. The House Oversight Committee is set to hold its first public hearing as part of the inquiry on Thursday at 10 a.m. ET.

Neither the White House nor the Justice Department immediately responded to Fox News Digital's request for comment.
